Can i change somehow what is showing up at portal.php? I want share to other users there a kind of announcements.

MyBB uses templates system. you can modify any template as you like.

Portal page uses a template named portal
forum admin panel >> Templates & Style >> Templates >> your theme templates >> Portal Templates >> portal

eg. you can add required code above {$announcements} in the portal template
