You already have it in the footer, make sure you have this line in your footer template.

admin panel >> configuration (settings) >> Server and Optimization Options >> Advanced Stats / Debug information --> yes

hijacking this thread, how would i allow my members to see the page processing time without lettting them access the debug page

And to restrict the display of the debug page you can either use core edits or template conditionals plugin
