Try setting announcements limit to 0 under Board Settings ยป Forum Display Options, although not sure if that will disable announcements on the portal page as well.

your requirement is not clear to me .. if below suggestion doesn't help then please elaborate ..
simple method is to edit portal template and add required content with html coding.
eg. you can add required code above {$announcements} in the portal template
