Do you mean gravatar? I dont think there is an option to remove that feature via Admin.
You can try removing this section from the usercp_avatar template

The server will still be able to receive these values; currently it's possible to achieve with plugins or core edits.
There is a ticket on GitHub now so it should be implemented in one of the upcoming releases:
