So I have two sites:

Live - http://notthelounge.com
Staging - http://notwiggo.ddns.net

The staging environment is a LAMP VM running on my desktop machine.

I can see both sites perfectly well on desktop browsers, including coming in from the US via a proxy, so no issues with connectivity. But, here's the weird thing - using a tablet (Android) the live site is fine, but the staging site keeps reverting to the default theme, even though it has been removed from the server. If I just click on the 'Go' button next to the theme selector, it picks up the correct theme, but the first link I follow and I'm back with the MyBB default.

The MyBB logo.png file doesn't even exist on the staging server!!! Where is it picking it up from???

Same behaviour with Chrome and Firefox and with AdBlock Browser, but FlashFox (another Firefox derived Android browser with Flash support) works fine.

And yes, I've cleared the browser cache, tried from multiple devices etc.
Have nothing to do with your computer or cache on your devices. Seems here that your ISP have a cache.
With your mobile phone, enter the site with wifi, should give you the same issue as on the computer, turn off the wifi and try again. On the computer, download Tor browser, see if the site is working good there.

And IF the site is good on mobile phone without wifi on, and on computer using Tor, then it is the cache from your internet service provider.....And if so, you will have to wait.......................
I thought that, but the tablet is wifi only, so goes through the same router and ISP as the desktop. It even did an Upgrade yesterday to Android 6 and the problem persists.
