In the Admin CP. how do I change it so that members can change what skin they want to use? I remember once I made it so they couldn't, and now I want to make it so they can.

I wanted to help you with this, but i can't find this setting anywhere either.
Maybe we both keep overlooking it. It's not in any of the general settings that i can see, or member settings.
Can't any see it in the theme styles. But you can select which groups can use a theme, by editing the theme and selecting it, thats all that i can see that is even remotely close to this feature, but i know its not what you want and its a bit complicated if you have alot of theme.
I'd like to knwo where this option is at also. it's probably just buried somewhere.

You can only do this if you "Overrode the user selected style" which is a per-forum setting.
