The title is self explanatory, how to make a "submission only" forum
Example:

Apply for Forum Staff                                (Submission Only)

can you elaborate your requirement please ..
there is no direct form submission facility. however you can use XThreads plugin

a private section can be made where users can start topics & they can only see own topics [eg.]
that is, users can not see & reply in topics started by other users. Staff can see all topics
(depending on given privileges)
