Certainly possible to have a group who can give rep and a group who can't, and it should be easy enough to hide rep based on user group, if that helps. Or are you talking about a rep level that applies to the whole group?

In that case, I think not using the inbuilt rep system, as that is tied to the individual user.
Not sure how it would work: if a user gives another user a positive rep, is that then added to that user's group total? If so, you could probably find a way to code it, but it's not trivial.
