Yet only the config file and the cache directory are the ones that are complaining about not being properly modded. I have tried to do a fresh download and copy/paste the chmod commands from the documentation but that doesn't work. Changing the group/owner to root doesn't work. 

I must be missing something obvious here, any ideas?

See the thing is, its my server (running CentOS7, standard LAMP stack). Restarting httpd or the server doesn't help :/

if you have ftp setup then can you check through a ftp client .. (also see if this has a clue)

Unfortunately that didn't help either. I eneded up just starting from fresh, it was easier than troubleshooting haha. Thanks anyways
