I think it would be good to be able to suspend the private messages of users. This would be good if they are spamming members to join their site or generally breaking the rules via PM.

Aren't there already permission for sending and receiving PMs?
Yes, but not for something like a pm ban.

only on a group basis, as far as I can see.

Correct. I tried removing the ability for someone and there wasn't an option to do this for an individual user.
