Where do I go to edit those, Like add stuff into it.

Example: announcements.php?aid=2
I can't find where to add rules to this page. I'm just getting this:

I've tried this but this is what I'm seeing:

I can't seem to find where to edit "Rules" and "Help Docs".
You can edit them here:

I know that I can edit the name (Help Docs and Rules) but I want to change what's inside of there. Like whenever I go to Help Docs, I want to be able to edit what's inside of the link.
