Maximum Posts Per Day is a permission setting based on user group. for example,
registered users group can be set with 20 posts maximum per day (last 24 hours)
forum admin panel >> users & groups >> groups >> [edit group] >> Forums and Posts (tab)

He is after a plugin that allows only posting during certain intervals of time in a forum. I don't think I have seen one for that this far.
