I'm not sure if this is a bug or a limitation of the PM system, but a user reported a potential security issue with the private messaging system. Basically, he received a PM that a couple other people were included in. He then did a reply and removed the original sender from it and sent a message. Unfortunately, the original sender received that message even though his name had been removed.

So is this a bug?

This is not a security issue, just a possible bug.
