Whenever a user clicks on a page that they have viewed before they see the previous version of the page not the current one, once they hit refresh they see the current version. It seems as though the forum is displaying cached pages but that's speculation on my part.
Edit: I set Send No Cache Headers to yes It didn't work at first but now it has the issue seems to be resolved.
