What was the solution on this one?
I kind of stumbled on the same issue.
After I made all themes only available for super-admin, the selection function dissapeared on user profile setting pages.
I developed a new theme and set the permitted user groups to all users.
Unfortunately the selection drop down feature doesn't show up anymore, also by trying to make theme selection show on all pages in footer doesn't work anymore.
