Too Many Connections specifies that your MySQL limit is borked or being hit.
If you're on free/shared hosting, this'll be because there are however many sites connecting simultaneously to the one SQL server. If not, you'll probably need to restart your MySQL service.

Wondering if you resolved this as i am having the same issue.
Dedicated server running Debain.
I know there was a recent update to Debain, not sure what it might have been maybe that caused our problem. I see your forum is back online.
