Why not make the thumbnail size very large like 1024x1024? That should correct the problem as I believe it doesn't create a thumb IF the image is smaller.

Even if the option is turned off, it still generates thumbnails for me.

Did you try with 1024 x 1024 like I suggested? Why do you have 0px? And 800px width isn't that large.
This bug has been fixed in the latest code.
Please note the latest code is not live on the site or for download. An update will be released which contains this fix.
