I am trying to figure out how to change the text that shows the name of a forum..

The part that says "Forums in 'Announcements'" is centered, where do I go to make it Aligned Left?

Go to ACP > Themes > Modify/Delete
Choose the theme you want to edit, usually the default theme. At the dropdown menu, select edit and then click go.
Now scroll down to where it says "table headers", in the "extra CSS attributes" box, paste in

text-align: left;

Click Save Changes.

It should work now.
