You can define the group(s) and the interval (theoretically you could set it to like some years and it would show up 'once').
You can change CSS settings in guestwarn.css at your theme.
Otherwise, if you don't like this way, wait for someone else to give an option.

I used the dialog jquery ui with cookies. Solved!
