I would recommend just creating an html file with php checking against the user group in your admin folder before displaying a template that you create (ex, admin_mytemplate). You should then be able to add links by editing index.php if I'm correct.

That doesn't validate the admin session. Also, not including the admin index page causes plenty of other problems.
