Copy the CSS included in the package (STYLES.txt) into your theme stylesheets (for example global.css)

looks like your forum is using 1point8 theme.
forum admin panel >> Templates & Style >> Themes >> 1point8 theme >> global.css >>
edit in advanced mode (tab) >> scroll to bottom of the content & add the style codes
save global.css and hard refresh your browser (eg. press CTRL + F5) & check if it works
suggestion is to add the styles code to bottom of global.css stylesheet of the theme.
mistakenly you have added the codes to modcp.css stylesheet !
