I want to add another table cell to the top of my site so I can add text to it. Like this site has the top bar with the language flags in it

How would I go about doing that?

The header at this site and the top nav tabs is also very nice

You can probably do it in the header template. You can edit that at Admin CP --> Templates --> Modify / Delete -->*expand your template set --> header.
