How can I restrict certain users to specific forums only?

I would imagine (?) that this would be done by creating a group, with that group only having access (view, post, whatever) to specified forums.

I can see how to create the group, but its permissions don't seem to include the facility to specify forum restrictions.

Incidentally, this is not a question of 'promotion', e.g 'until users have made x number of posts etc.  This is a de-facto ONLY HAVE ACCESS TO CERTAIN FORUMS, period.

Select a forum, then options -> Permissions -> Set custom permissions

I see, so approached from the forum perspective rather than the user perspective.
