I want to make a login page that looks like a command terminal. I'm completely lost on how to do this or if it's possible.

Yes it is entirely possible, I have done this tho I didn't make it like the one you need but I made my own custom inspired by the OSX Login.
The template member_login has everything you need, With basic knowledge of HTML and CSS this should be a piece of cake for you.
