Text format doesn't work or show up. I have tried to fix templates but they all show it

Probably a duplicate so sorry in advance but I have tried heaps and it still doesn't work.

ensure that theme files are uploaded to correct location.
eg. jquery.tipsy.js & bootstrap.min.js files are missing from ~/images/igame folder
