I set moderator permissions to not being able to selete posts, however. this is still allowed when the moderator is in the forum.

Here is where I changed the setting
Control Panel » Forum Management>> edit moderator.. but it still allows delete of posts. What else do I need to do to not allow forum moderator deleting posts?

This is what you should do:

Login onto your admin cp. Go to forum management, and look for the forum whereby you want to add a moderator (click on 'moderators'), you can give his permissions there.

Edit: also, make sure that he isn't already in the super moderators group, or so.
