I want my forum's members can choose both of subscription methods ( Subscribe and receive email and PM notification of new replies ).
How should I do it?

That is just selecting the default option AKA whichever is first is.

I would also like to add this ability.

I dont think it is useful. Just enable email notifications for PMs -> subscribe to get PMs and you have it

where is enabling email notifications for PM's? I dont see it in the User CP.
