Have you tried uploading the English admin language files again as the message suggests? They should be uploaded to your inc/languages/english/admin directory.

Huh? The inc/languages/english/admin directory has a bunch of files in it. Do what MusicalMidget suggested and reupload the entire contents of that directory to your site!
