Hi.. 

I wonder what would be a best use of members reputation
can I limit entry to forum based on the members reputation ?
like if Someone has 10 points in it, can enter the forum 
if he has less.. he will not be able to check in?

that too without changing their user groups so he will be member but if his reputation is high he will be able to see the forum else not.

This would require a plugin to achieve. Feel free to make a post in Plugin Requests.
