I already suggested some possibilities based on his described symptoms sounding like either incorrect cookie of bburl settings and also suggested how to reset admin password if that oddly was the other less likely symptom in previous request: * the op claims it has nothing to do with cookies and has to do with forum, yet the entire board is reliant on cookies to function properly hence incorrect settings cause the exact symptoms op has described. The other possibility is that the templates are not fully updated for current version, but seeing as it is affecting acp that screams cookies! cookies! cookies!..., Just a thought
