Example: A user is member of two usergroups.

Primary group: Admin - can give unlimited number of reputations
Secondary group: Mod - can give 5 reputations per day

In this case the user is able to give 5 reputations per day although he should be able to give an unlimited amount of reputations.
and if you switch primary and secondary?
It's the same. It always uses the strictest limitation.
I have another case that may be a permission bug.

Group A have permission to view Forum A.
Group B have permission to view Forum A and Forum B.

I'm the member these usergroups, however I can only view Forum A although Group B is my primary group. It's also happen with other forum permission like post threads and post replies.
I can confirm this.

No this is unfortunately how the system works and the only way it works. You need to explicitly set the permissions.
This bug has been fixed in the latest code.

Please note the latest code is not live on the site or for download. An update will be released which contains this fix.
