Hello,
I'll do it short,
There is a plugin for MyBB 1.6 called Force Thread
this plugin forcing users the read a specific thread,

I think that inserting this plugin to be built it on the MyBB 2.0 system will be better then use a plugin
im using this plugin alot to keep my users always update.

Looks user hostile and ugly. Why not just display a notice on the top of the page that needs to be manually dismissed or something?

Better off as a plugin. Either put information as an announcement or have it as part of the registration process.
