Can someone that logs into an arcade site also login to mybb message board? If so is there such a thing? If not then how much would I pay for something like that?

I am going to assume the arcade and MyBB forum are on the same domain. Yes it is possible, but you'll either need to create a plugin yourself or ask someone else to make one. Plugin Requests or Requests / Services / Jobs are the best places to get offers.
