You pretty much have them set up to use the tool, but yet not given the ability to Moderate the tool/posts/threads.
I know. Because they are supposed to be able to access the thread tool without having to be moderators. The only way I can currently get the thread tool to show is if they are marked SuperMod but then they can edit everyone's posts, which I do not want. The thread tool is marked available for "All Groups" meaning that it should be available whether they are a moderator or not. I do not want them to have access to the ModCP. I do not want them to be able to edit others' posts. I just want them to be able to see/use the thread tool.
Let me see if I can replicate your issue.

I have done my test with the settings, and you have to be setting something up incorrectly, I have set the same settings you have, and it is working fine.


Can you provide an Admin account with access to ACP with the permissions to view/edit the following:

-Moderator Tools
-Groups
PMing you the details. I appreciate your assistance!
Answer for anyone wondering:

You HAVE to have the usergroup listed as a Moderator of "X" forum.

Forums & Posts -> Forum Management -> Select which forum -> Edit Forum -> Permissions -> Moderators -> Usergroup (Select) -> Add Usergroup Moderator -> Disable all check things besides "Can use custom moderator tools?" -> Save -> Repeat for what ever group you want to have access to "X" tool(s)
