I changed the amount of characters a username requires, saved it, refreshed my forum and this happened.

I have since reverted the change but it's still the same. Any ideas? This same thing has happened before but I've always managed to fix it by reverting whatever change I had made.

It seems that CSS is not loaded. Can you try hard refresh your page in browser?

I just tried, and it didn't work. Do the forums looks fine for you?

your forum board url needs to be corrected - should be http://splitreality317.com/forums

first it should be corrected in ~/inc/settings.php file and
then at Site Details page of Configuration section in forum admin panel

Are you talking about this line?

$settings['bburl'] = "http://splitreality317.com";
