looks like ISP is interrupting connection & checking the balance and that is triggering mod_security of your web server.

Sorry for the delayed reply.
As you said the issue was related to the ISP only.
I disabled the services from ISP but the problem still existed.
Yesterday some how miraculously the problem vanished, dont know how. But Im able to post now.
I hope the issue wont occur again.
