All i'm looking for is a store plugin that would allow me to offer virtual products and can be paid via PayPal or via debit card etc and be able to set up pay monthly, quarterly or yearly. 

Also if this would cost me to get it made please provide a quote.

I could do this, quote is going to depend on how complex you want it basically. What exactly do you want to be able to do and how good do you want it to look?
