does anyone know how to automatically set Thread Subscription for all user?

i cannot find any setting that i can set in the admin configuration page to compulsory that every members who post a thread will automatically subscribe to thread subscription : Subscribe and receive PM notification of new replies .

does anyone know how to automatically to set this function like above?
any help please?
