Is it possible for an admin to email all users?

I don't understand what the "Per Page" does?

What does it mean to run a mass email per page?

"per page" can be taken as per instance - how many at a time

It needs to send emails in batches, otherwise the server will get blacklisted for sending spam - if you're unsure, leave it at 50.

I scheduled one and it's queued.

When will it get sent?

When the job runs. You can force it if you *have to*:

Admin CP -> Tools and Maintenance -> Task Manager -> Mass Mail

By default it runs every 15 mins, so it should be right to run itself.

And to clarify, that would send whatever the per page limit is every 15 mins. Manually running it until they're all sent would then defeat the point of them being paged, and would then risk the server being blacklisted still.

How does the recipient count work?

I have 13 users. I set it email to all users with a post count greater than 0.

I only see 11 users in the recipient.

For the mass email on Jan 08, I had 12 users, and I didn't apply any filters. It still only had 11 recipients.
