How can I make a board where when a member posts, only an administrator can see it, not other members? For example, if a user wants to report something to the admins, but doesn't want other members to see it.
This can be done with Forum Permissions, you can do this by going Admin CP > Forums & Posts > Forum Management > Then u'll see all your forums & categories on the right it will say Option then Permissions you can then set permissions for each group.
So if I do that, no other users besides the one that posted the thread and admins can see it?

Yes but make sure you read the permissions first and then set them but yes you can do that.
