I have a single thread which I want to override all posts per page settings (default and user) to make it a specific number for this one thread.

Can you point me in the right direction for a mod?

It's simple enough to see how a plugin is put together.

I'm using it for a thread where members post "What I'm Listening To".
A thread consisting almost entirely of embedded youtube is a
bandwidth killer when loading 20 posts on a page.
