What is the best way? Upload all the files to the new host and copy the DB over? Then change path to forum?

Or is there a better way?

Backup database, upload files to new server, restore the database, verify the first few variables on config.php (the database variables, in case your database name have changed), then verify the paths on the ACP (including cookie ones)
