The code I gave you, create a new file inside your FTP home directory where all the files MyBB files are, create a new file and call it bans.php. To create a file you can right click inside your ftp and it will give options what to do or not. After you've created bans.php right click and edit the file and paste the whole code in and make sure you uploaded it.
After that go to yoursitelink.com/bans.php

I went ahead and created the file for you, download the attachment and transfer the bans.php to your root directory.
