allowing password requirements to be configured on a per group basis in addition to being a general registration option would be ideal so we can specify stricter requirements for users within groups with more privileged access, like mods & admins.

I imagine something like this should follow:
- if no user group password requirement is set, fall back to the general registration password requirement options
- if a user group password requirement is set, override the general registration password requirement options

Would make sense to me for definite.
