i wondered how to get GIF avatars with working animation, and if its possible to give permissions for it to certain groups/users.

I believe one of the avatar settings in the AdminCP will automatically resize the image if it's too large. That may break the GIF animation, try disabling that and see if that works. You can also upload one somewhere else and link to that image instead.
