this is all I need to know do I have to install 1.2.8 first

Download the 1.2.9 release from the main site, upload all the files within the Upload folder except inc/config.php and inc/settings.php and run the upgrade script.

Don't forget to use the find updated templates function within the admin cp. It's also recommended to back-up your database.
