Is there any kind of plugin for 1.8 that puts a banner across the top of the forum, where the content can be controlled from admin?

I was after something that could be red or whatever and go underneath the navigation area and only be visible to guests and not members who have logged in.

Call it a notification/announcement strip for guests etc.
