I want to make a forum with a separate page where I can post links to news on, does mybb have any themes

MyBB has a portal page (eg.) that can be used. also you can use page manager plugin to make pages as required.

you can also make a side bar if you want it in your index page

Go to MyBB extend, you will find a lots of theme

And as said my .m., you can use portal page.
And you can also use sidebar as suggested by metulblurr
