I still don't understand why we can't make forum (not category) as top-level thing.
Category is basically disabled forum, forum that that can have subforums but theads can't be created here. So, what's the point of not allowing forum to be top-level item? It just makes no sense. They are just empty pages with links in index page and on every navigation, very user-unfriendly. Why they exist at all? They can be useful in some cases, but you can just disable threads in forum and call it category if you need it.
I think we should enable forums as top-level items if it is not too deep into the core.
