I have a theme that does not include the users' current location while browsing the forum. The part I'm talking about is this:

The code to get the navigation to display is:

<navigation>

which you should add to the header template (near the bottom) for it to show on all pages.

For an example, the bottom of my header template looks like this:

			{$bannedwarning}
			{$bbclosedwarning}
			{$unreadreports}
			<navigation>
			<br class="clear" />
